Regionalism, the answer?

I kept wondering exactly where the government went wrong when they adopted the EU plan for Regionalism within the UK. Obviously they started well by creating 'regions' 4 - 5 million people big in line with the EU rules, but the BIG mistake they made is quite simple.
They divided the UK into Nations.
Well they were nations before, but they gave devolution and regional parliament/assemblies to Scotland (nation) Wales (nation) Northern Ireland (dunno) and then became stuck when they dropped the Nationalism and decided to chop up England (nation) into manageable amounts. Obviously the English said 'you are not choppin' my country up! go and screw yourself', or they would, if any government dared to offer a referendum on this.
Here is what they did on the map below.
.
So what if they had ignored nationalism?, which by the way, they now say will destroy the Union, if they grant the same to England.
What if they had simply divided the UK into equal parts ignoring the Nations?
Like below....

You would now have been engulfed in EU regionalism. Nobody complaining, but most importantly .. no 'region' could have successfully voted in a referendum to LEAVE the EU if they did not have the agreement from ALL of the other regions.
And that is why they want it. Total control over the UK.
